Since the closure of counters in prefectures, all requests go through an online platform or a licensed professional. Case of a used vehicle
The previous owner must have crossed out the gray card and mentioned the date and time of the transfer. The transfer code, generated on the France Titres portal by the seller, is transmitted to the buyer. Without this code, the request for a change of owner cannot be completed.
The technical inspection must be less than six months old (or two months if a re-inspection has been prescribed). The Cerfa form 15776 (declaration of transfer) completes the file.
Case of a new vehicle
The European conformity certificate provided by the dealer replaces the old gray card. The purchase invoice and, if applicable, the tax clearance for an imported vehicle are the additional documents to be provided.

The gray card not crossed out by the previous owner prevents any change of owner. If the seller omitted this step, they need to be contacted again to rectify the situation via France Titres.
A different address between the identity document and the proof of residence generates a blockage. The SIV cross-checks the information: any inconsistency suspends the request until a supplementary document is provided.
An expired technical inspection or one with an unresolved re-inspection makes the file inadmissible. It is better to check the date before going to the auto center, or else you will have to reschedule a visit to the technical inspection and return with the new report.
